Kentaro Kurose
Founder / Security, Privacy & AI Governance
Began his software development career in the 1990s. From mobile SNS and messaging services in the feature-phone era, through agent-oriented middleware around 2000, portal authentication infrastructure serving tens of millions of users, and next-generation data exchange platforms, he has built mission-critical systems hands-on. Along the way he expanded into security, privacy, and AI governance, and now specializes in the design and implementation of digital governance spanning all three domains.
He has been involved with the concept of "agents" from the implementation side since around 2000, and has since broadened into privacy and data flow. That is why, even when speaking about governance, he keeps the hands-on feel of building close. He is currently building a Dynamic Multi-Agent System (Dynamic MAS) himself and hands-on exploring its technical and governance challenges — including multi-agent deliberation, HITL (human-in-the-loop) boundaries, and RDB-based audit logging of rule violations and deviations. He also runs and evaluates local LLMs in his own environment, experimenting with approaches such as fine-tuning, and feeds that trial-and-error process back into his governance design.
"Governance written by someone who has never built anything won't work in practice" — this foundational experience as an engineer is the starting point for all of his work.

Background
Started career as a software engineer. Designed and operated mission-critical systems including authentication infrastructure and payment systems at tens-of-millions-user scale. Transitioned to security consulting, then expanded into privacy and AI governance.
Founded CYBER-SECURE in 2023. Supports organizational digital governance through the "SPA Integrated Trust Triad" approach — designing policy, technology, and operations as a single continuous fabric.
